Abstract

Penelitian ini bertujuan untuk mengenalisis bagaimana implementasi E-Kinerja dalam peningkatan kinerja ASN di Puskesmas Bara-Baraya dan menganalisis optimalisasi immplementasi E-Kinerja dalam Peningkatan Kinerja ASN di Puskesmas Bara-Baraya. Metode penelitian menggunakan kualitatif dengan jenis pendekatan deskriptif kualitatif, bertujuan mengungkapkan kejadian atau fakta, keadaan, fenomena, variabel dan keadaan yang terjadi saat penelitian berlangsung dengan menyuguhkan apa yang sebenarnya terjadi. Jenis penelitian deskriptif kualitatif ini di gunakan untuk meneliti pada kondisi obyek yang alamiah, dimana peneliti sebagai instrumen kunci. Tehnik pengumpulan data dilakukan melalui observasi, wawancara serta kajian dokumen dan literature secara komprehensif sesuai dengan rumusan masalah yang ditentukan. Pada tahapan analisis data dilakukan dengan model penalaran induktif. Hasil dan pembahasan pada penelitian lebih menekankan pada pemaknaan atas data yang diperoleh. Hasil penelitian menunjukkan bahwa (1) Proses Implementasi Kebijakan Sistem informasi secara Elektronik yang dilaksanakan pada Puskesmas Bara-Baraya Kota Makassar dikatan berhasil apabila ada aturan dan pedoman dalam menjalankannya, karena memang sebaik apapun sebuah kebijakan tapi tidak didukung oeleh kejelasan sasaran dan tujuan dari kebijakan tersebut maka akan sulit kebijakan yang dibuat terimpelemntasikan dengan baik di lapangan. Oleh akrena itu Bagian Tata Usaha dan Kepegawaian Puskesmas Bara-Baraya Kota Makassar membuat sebuah prosedur tetap aatau standar (SOP) untuk kelanacaran impelentasi kebijakan sistem Informasi Aparatur secara elektronik yang dialksanakan Puskesmas Bara-Baraya Kota Makassar; (2) Implementasi kebijakan Sistem Informasi Kinerja Aparatur Secara Elektronik pada Puskesmas Bara-Baraya  terdapat beberapa  indicator   yang  harus  di  perhatikan  yaitu  adanya  Standar Kebijakan dan tujuan, Sumberdaya organisasi pelaksana, Komunikasi antar bagian, Disposisi, sikap para pelaksana dan Kondisi social, ekonomi dan politik. Apabila Puskesmas Bara-Baraya tidak dapat memenuhi 5 (lima) indikator tersebut maka akan timbul hambatan- hambatan yang dapat memicu terjadinya kegagalan dalam Implementasi Kebijakan Sistem Informasi Kinerja Aparatur secara Elektronik.

This research aims to (1) Evaluate and identify how the implementation of E-Kinerja improves ASN performance at the Bara-Baraya Health Center; (2) Evaluate and identify how to optimize the implementation of E-Kinerja in improving ASN performance at the Bara-Baraya Community Health Center. The research method uses qualitative with a qualitative descriptive approach, aimed at revealing events or facts, circumstances, phenomena, variables and circumstances that occurred during the research by presenting what actually happened. This type of qualitative descriptive research is used to research the conditions of natural objects, where the researcher is the key instrument. Data collection techniques were carried out through observation, interviews and comprehensive review of documents and literature in accordance with the specified problem formulation. The data analysis stage was carried out using an inductive reasoning model. The results and discussion in the research emphasize the meaning of the data obtained. The results of the research show that (1) The Electronic Information System Policy Implementation Process implemented at the Bara-Baraya Health Center in Makassar City can be said to be successful if there are rules and guidelines for implementing it, because no matter how good a policy is, it is not supported by clarity of targets and objectives of the policy. then it will be difficult for the policies made to be implemented well in the field. For this reason, the Administration and Personnel Section of the Bara-Baraya Health Center, Makassar City, has created a fixed or standard procedure (SOP) for the smooth implementation of electronic Apparatus Information system policies implemented by the Makassar City Bara-Baraya Health Center; (2) In the implementation of the Electronic Apparatus Performance Information System policy at the Bara-Baraya Community Health Center, there are several indicators that must be taken into account, namely the existence of policy standards and objectives, resources of the implementing organization, communication between departments, disposition, attitude of the implementers and social, economic and political conditions. . If the Bara-Baraya Community Health Center cannot fulfill these 5 (five) indicators, obstacles will arise that could trigger failure in the Implementation of the Electronic Apparatus Performance Information System Policy.
