Analisis Penerapan Assement Center Pada Pola Penempatan Jabatan Di Kepolisian Daerah Sulawesi Selatan

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan Assement Center dalam pola penempatan jabatan di Kepolisian Daerah Sulawesi selatan dan mengevaluasi kendala dalam pelaksanaan Assesment Center di Polda Sulawesi Selatan. Metode penelitian menggunakan kualitatif dengan jenis pendekatan deskriptif kualitatif, bertujuan mengungkapkan kejadian atau fakta, keadaan, fenomena, variabel dan keadaan yang terjadi saat penelitian berlangsung dengan menyuguhkan apa yang sebenarnya terjadi. Jenis penelitian deskriptif kualitatif ini di gunakan untuk meneliti pada kondisi obyek yang alamiah, dimana peneliti sebagai instrumen kunci. Tehnik pengumpulan data dilakukan melalui observasi, wawancara serta kajian dokumen dan literature secara komprehensif sesuai dengan rumusan masalah yang ditentukan. Pada tahapan analisis data dilakukan dengan model penalaran induktif. Hasil dan pembahasan pada penelitian lebih menekankan pada pemaknaan atas data yang diperoleh. Hasil penelitian menunjukkan bahwa (1) Pelaksanaan Assement Center di Polda Sulawesi Selatan sudah berjalan sesuai dengan Perkap No. 5 Tahun 2016, yaitu dengan tiga tahap pelaksanaan yaitu tahap persiapan, tahap pelaksanaan, dan tahap akhir dan juga Ketersediaan sarana dan prasarana pelaksanaan Assement Center di Polda Sulawesi Selatan sudah cukup memadai; (2) Kendala dalam pelaksanaan Assement Center di Polda Sulawesi Selatan yaitu Kurangnya Animo pendaftar Assement dan Terbatasnya anggaran yang menyebabkan kurangnya Jabatan yang akan di Assement.
The purpose of this study was to identify and analyze the performance of civil servants in providing services to the Tallo sub-district office, Makassar City and to identify and analyze the factors that influence the performance of civil servants in providing services at the Tallo sub-district office, Makassar city. This research is located in the Tallo District Office which was carried out for two months, using qualitative methods. Informants selected based on purposive sampling technique, namely as many as 7 people. Sources of data taken are primary data and secondary data. There are 3 methods used in collecting data in order to obtain appropriate results, namely: in-depth interviews, observation/observation, and documentation. The results of the study found that the orientation towards changes made by employees by participating in education, training, and comparative studies, has a good category. Employees are motivated to participate in these activities to broaden their knowledge and develop themselves, the service ethic shown by the Tallo District service apparatus is in a bad category because there is still discrimination against society, employees prioritize their relatives or acquaintances in the management process, the incentive system given to employees has the category is not good because this incentive system does not produce a significant increase in employee performance, and the spirit of cooperation between employees and superiors is in a bad category, because each tends to work individually and does not show mutual cooperation so that sometimes it hinders the service process.
