Abstract

Sebagai kota metropolitan dan pusat pemerintahan di Provinsi Sulawesi Selatan, Kota Makassar telah berupaya menerapkan konsep Smart City guna meningkatkan mutu pelayanan publik berbasis teknologi informasi. Meskipun kebijakan ini telah diterapkan selama lebih dari sepuluh tahun, dampaknya masih belum dirasakan secara nyata oleh masyarakat. Padahal salah satu dimensi penting dalam Smart City adalah Smart People atau keterlibatan masyarakatnya dan bagaimana mereka mendapat manfaat dari Smart City. Sehingga didapatkan hipotesis bahwa masyarakat belum banyak dilibatkan dan harus diliat pada tingkat mana keterlibatannya agar dapat dikaji lebih lanjut upaya peningkatannya. Penelitian ini bertujuan untuk melihat sejauh mana masyarakat dilibatkan dalam pelaksanaan kebijakan Smart City. Penelitian dilakukan dengan pendekatan kuantitatif melalui penilaian skoring partisipasi dengan dasar Teori Arnstein terkait tingkat partisipasi masyarakat. Dari hasil analisis skoring, diketahui bahwa tingkat keterlibatan masyarakat masih berada pada tingkat rendah, yakni dalam kategori non-participation, dimana pelibatan warga hanya terbatas pada bentuk partisipasi simbolik seperti konsultasi atau pemberian informasi sepihak. Secara keseluruhan, temuan ini menegaskan bahwa keberhasilan kebijakan Smart City tidak cukup ditentukan oleh penggunaan teknologi dalam acara pemerintah semata, melainkan juga sangat dipengaruhi oleh tingkat partisipasi masyarakat dan sejauh mana mereka dilibatkan secara aktif dalam perencanaan dan pelaksanaan kegiatan yeng lebih menargertkan masyarakat sebagai objek.

As a metropolitan city and centre of government in South Sulawesi Province, Makassar City has attempted to implement the Smart City concept to improve the quality of public services based on information technology. Although this policy has been implemented for more than ten years, its impact has not been felt in real terms by the community. Whereas one of the important dimensions in Smart City is Smart People or community involvement and how they benefit from Smart City. So it is hypothesized that the community has not been involved much and must be seen at what level of involvement it is so that efforts to improve it can be further studied. This study examines the extent to which the community is involved in implementing the Smart City policy. The study was conducted with a quantitative approach through a participation scoring assessment based on Arnstein's Theory related to the level of community participation. From the results of the scoring analysis, it is known that the level of community involvement is still at a low level, namely in the non-participation category, where citizen involvement is only limited to symbolic forms of participation such as consultation or provision of unilateral information. Overall, these findings confirm that the success of the Smart City policy is not determined by the use of technology in government events alone, but is also greatly influenced by the extent to which the community is actively involved in the planning and implementation of activities that target the community as an object.
