Abstract

Penelitian ini bertujuan untuk menganalisis secara komprehensif pelaksanaan fungsi Unit Pelayanan Perempuan dan Anak (PPA) Polda Sulawesi Tenggara dalam menangani kekerasan terhadap perempuan, sekaligus mengidentifikasi kendala-kendala utama yang dihadapi dalam implementasinya. Pendekatan penelitian yang digunakan bersifat kualitatif dengan desain studi kasus dan pendekatan socio-legal, memadukan analisis normatif dengan data empiris melalui wawancara mendalam kepada aparat kepolisian, petugas PPA, korban kekerasan, tenaga medis, dan lembaga swadaya masyarakat. Hasil penelitian menunjukkan bahwa Unit PPA telah melaksanakan lima fungsi utama, yaitu penerimaan laporan, penyelidikan dan penyidikan, perlindungan hukum dan pendampingan psikologis, pencegahan kekerasan, serta koordinasi lintas sektor. Meskipun demikian, pelaksanaan fungsi tersebut belum sepenuhnya optimal akibat keterbatasan personel, fasilitas pendukung yang belum memadai, kendala dalam pengumpulan bukti akibat trauma korban, serta minimnya alokasi anggaran operasional. Penelitian ini menegaskan perlunya penguatan kapasitas kelembagaan dan sinergi lintas sektor agar fungsi Unit PPA dapat berjalan lebih efektif dan berkelanjutan. Temuan ini juga menyoroti pentingnya strategi berbasis korban dalam sistem penanganan kasus kekerasan terhadap perempuan agar mampu menjamin keadilan, perlindungan, dan pemulihan secara menyeluruh bagi korban.

This study aims to comprehensively analyze the implementation of the functions of the Women and Children Protection Unit (PPA) at the Southeast Sulawesi Regional Police in handling violence against women, as well as to identify the main challenges encountered during its execution. The research adopts a qualitative case study design with a socio-legal approach, combining normative analysis with empirical data gathered through in-depth interviews involving police officers, PPA personnel, victims of violence, medical professionals, and non-governmental organizations. The findings indicate that the PPA Unit carries out five key functions: report reception, investigation and inquiry, legal protection and psychological assistance, violence prevention, and cross-sector coordination. However, the effectiveness of these functions remains limited due to constraints such as insufficient personnel, inadequate supporting facilities, difficulties in evidence collection due to victims' trauma, and limited operational budgets. This study emphasizes the necessity of strengthening institutional capacity and multi-sectoral collaboration to enhance the sustainability and impact of PPA services. Furthermore, the findings highlight the urgency of implementing victim-centered strategies in handling gender-based violence cases to ensure justice, protection, and holistic recovery for survivors.
