Pemanfaatan Peta Foto Tegak Sebagai Peta Dasar Untuk Evaluasi Pelaksanaan Rencana Tata Ruang

Tujuan dari penelitian ini adalah melakukan evaluasi Rencana Tata Ruang (RTR) pada potensi adanya ketidaksesuaian pola ruang terhadap existing keadaan di lapangan, sehingga lokasi penelitian yang dipilih terletak pada daerah yang memiliki kemungkinan terdapat pembangunan yang signifikan untuk mendeteksi kecocokan pemanfaatan ruang dan di wilayah yang relative sama atau sedikit pembangunan untuk evaluasi penyusunan pemanfaatan tanah sesuai pola ruang. Penelitian dilakukan di 2 wilayah administrasi Kelurahan/Desa yang keduanya berada di Kecamatan Barru, Kabupaten Barru. Area pertama adalah Kelurah Coppo yang berada di Kecamatan Barru Kabuopaten Barru. Hasil dari Penelitian ini menunjukan bahwa (1) Peta Tegak yang dihasilkan dari pemotretan menggunakan wahana nir awak (PUNA) mempunyai hasil akurasi kurang dari 15 cm sehingga dapat digunakan untuk identifikasi batas bidang tanah sehingga dapat dijadikan peta dasar dalam pemetaan perbidang dan klasifikasi pemanfaatan ruangnya di lapangan, (2) Pemanfaatan foto udara yang direkam menggunakan wahana nirawak (PUNA) dapat menghasilkan foto tegak yang beresolusi tinggi dan akurat untuk membantu evaluasi pemanfaatan pola ruang sesuai Rencana tata Ruang (RTR). Data foto udara dapat diakuisisi dan diolah secara cepat sesuai dengan area yang akan dilakukan evaluasi RTR. Penggunaan foto tegak ini sangat tepat dan efisien untuk digunakan pada pemantauan pelaksanaan RTR yang areanya tidak terlalu luas dan membutuhkan data terkini secara cepat dan murah. Sumber daya yang dibutuhkan juga sedikit tetapi ahli dalam bidangnya sehingga hasil foto tegak dapat dijadikan peta dasar dalam kegiatan evaluasi dan pemantauan RTR, (3) Hasil evaluasi pemanfaatan lahan yang menggunakan overlay data peta tegak sebagai peta dasarnya dibbandingkan pola ruang RTRW Barru ditemukan banyak bangunan yang berada di pola ruang non bangunan. Terdapat banyak bangunan terutama di kelurahan Coppo yang berada di area pertanian lahan basah maupun perkebunan. Selain itu pada vektor pola ruang tidak sesuai dengan keadaan di lapangan sehingga perlu dilakukan updating/pembaharuan pola ruang. Hal ini disebabkan pada saat penyusunan penggunaaan peta dasarnya tidak memeuhi syarat yang ditentukan karena kekurangan data pada saat itu. Hasil identifikasi bangunan yang terindikasi bangunan liar dapat dilakukan peninjauan secara langsung karena terlihat jelas di peta foto. (4) Peta dasar yang dipakai mempunyai akurasi yang lebih tinggi daripada peta dasar yang digunakan saat penyusunan RTRW sehingga bisa dipakai untuk pembuatan atau koreksi pola ruang yang lebih detail, dan (5) Ketersediaan peta dasar yang memenuhi standar yang ditentukan merupakan hal yang sangat penting dalam perencanaan ruang, selain pemantauan dan valuasi peta dasar dapat dijadikan acuan penyusunan RDTR. Hal itu dikarenakan ketelitian peta dasar yang dipakai mempengaruhi keakuratan vektor pola ruang.
The purpose of this study is to evaluate the Spatial Plan (RTR) on the potential for spatial pattern inconsistencies with existing conditions in the field, so that the selected research location is located in an area that has the possibility of significant development to detect the suitability of spatial use and in an area that is relatively the same or has little development to evaluate the arrangement of land use according to spatial patterns. The study was conducted in 2 administrative areas of the Village/Kelurahan, both of which are in Barru District, Barru Regency. The first area is Coppo Village which is in Barru District, Barru Regency. The results of this study indicate that (1) The Vertical Map produced from photography using an unmanned aerial vehicle (PUNA) has an accuracy of less than 15 cm so that it can be used to identify land boundaries so that it can be used as a base map in mapping per field and classifying its spatial use in the field, (2) Utilization of aerial photos recorded using an unmanned aerial vehicle (PUNA) can produce high-resolution and accurate vertical photos to help evaluate the use of spatial patterns according to the Spatial Plan (RTR). Aerial photo data can be acquired and processed quickly according to the area to be evaluated for RTR. The use of vertical photos is very appropriate and efficient for use in monitoring the implementation of RTR which is not too large and requires up-to-date data quickly and cheaply. The resources needed are also few but experts in their fields so that the results of vertical photos can be used as basic maps in RTR evaluation and monitoring activities, (3) The results of land use evaluation using vertical map data overlay as the basic map compared to the Barru RTRW spatial pattern found many buildings in the non-building spatial pattern. There are many buildings especially in Coppo sub-district which are located in the wetland agricultural area or plantations. In addition, the vector spatial pattern does not match the conditions in the field so that updating/renewing the spatial pattern needs to be done. This is because at the time of preparation the use of the base map did not meet the specified requirements due to lack of data at that time. The results of the identification of buildings indicated as illegal buildings can be reviewed directly because they are clearly visible on the photo map. (4) The base map used has higher accuracy than the base map used when compiling the RTRW so that it can be used to create or correct more detailed spatial patterns, and (5) The availability of base maps that meet the specified standards is very important in spatial planning, in addition to monitoring and evaluating base maps that can be used as a reference for compiling the RDTR. This is because the accuracy of the base map used affects the accuracy of the spatial pattern vector.
